What insurance in Singapore is

Insurance in Singapore is a contract in which an insurer pays a defined amount, or reimburses a defined loss, when a named event occurs, in return for premiums. Insurers operate under the Insurance Act 1966 and are supervised by the Monetary Authority of Singapore (MAS), which also supervises financial advisers under the Financial Advisers Act 2001 (MAS, accessed 2026-10).

For citizens and permanent residents, private insurance does not start from zero: national schemes already provide basic hospital cover, long-term care payments and, for eligible CPF members, basic term cover. Private policies fill gaps above that layer. This site is educational; it does not recommend products or promise returns, approvals or tax outcomes.

Who regulates it, and what protects the consumer

Body Role What it means for a consumer
MAS Regulator of insurers and financial advisers Licenses institutions, sets conduct standards, publishes a directory of institutions and a register of representatives
LIA / GIA Industry associations for life and general insurers LIA issues guidelines such as critical illness definitions and illustration-rate caps
PDPC Administers the Personal Data Protection Act Do Not Call Registry since 2014-01-02; organisations must check it before marketing unless clear consent exists
FIDReC Dispute resolution Filing is free; adjudication limit S$150,000 per claim; mediation has no limit
SDIC (PPF) Protection if an insurer fails Life policies: S$500,000 guaranteed sum assured and S$100,000 guaranteed surrender value per life assured per insurer; accident and health policies uncapped

Three protections matter most, each with a boundary. The free-look period is at least 14 days from receipt of the policy documents, except for travel, motor and maid insurance (MoneySense, updated 2026-05); LIA gives 21 days for Integrated Shield Plans. The PPF protects only benefits that the contract guarantees: investment-linked benefits tied directly to fund values are not covered (SDIC, accessed 2026-10). Complain to the institution first, then approach FIDReC within six months of its final reply. "Regulated by MAS" means a licence and conduct rules, not an endorsement of any product or a government guarantee.

Four families of cover

Family Problem it addresses Typical products Cash value Guaranteed part
Life protection Income and debts if the insured dies or is disabled Term, whole life, Dependants' Protection Scheme None for term; yes for whole life Sum assured; participating bonuses are not guaranteed
Health Hospital bills, critical illness, long-term care MediShield Life, Integrated Shield Plans, critical illness, CareShield Life Usually none As the contract states
Savings and investment-linked Accumulating or deferring money Endowment, annuity, investment-linked policies Yes Contractual amounts only; fund values move with the market
General insurance Property and liability losses Motor, travel, home None Indemnity against a covered loss

By product classification, participating products made up 24% of weighted new business premiums in 2025, non-participating 32% and investment-linked 44% (LIA, 2026-02-11). That is an industry premium measure; it does not mean that 44% of people bought an investment-linked policy.

National schemes: the layer beneath private cover

  • MediShield Life covers all citizens and permanent residents automatically. After the 2024 review, the claim limit per policy year rose from S$150,000 to S$200,000 (MOH, 2024-10-15).
  • Integrated Shield Plans (IPs) sit on top of MediShield Life. MOH lists seven insurers; Standard IPs correspond to Class B1 wards in public hospitals. About 3.00 million people, roughly 71% of citizens and permanent residents, held an IP at the end of 2025 (LIA, 2026-02-11). From 2026-04-01, newly sold IP riders may not cover the minimum deductible set by MOH (MOH, 2025-11-26).
  • CareShield Life pays a monthly cash amount for life once severe disability is assessed; enrolment is automatic at age 30 for those born in 1980 or later. The 2026 monthly payout is S$689; it varies with the claim year (CPF Board).
  • Dependants' Protection Scheme (DPS) is CPF-funded term cover with a sum assured of S$70,000 up to age 60 and S$55,000 from 60 to 65 (CPF Board, from 2021-04-01). Great Eastern Life's administrator contract runs to 2028-09-30 (CPF Board, 2025-05-26).

These schemes are for citizens and permanent residents. Foreign nationals usually rely on employer group cover or private medical insurance; check MOH and CPF Board rules.

Before you buy: five checks

  1. Define the need first. The MAS and industry Basic Financial Planning Guide (2023-10) gives reference points only: about nine times annual income for death and total permanent disability, four times for critical illness, insurance spending within 15% of income after CPF, and a three-to-six-month emergency fund. It is not an adviser requirement.
  2. Verify the institution and the representative in the MAS directory and register.
  3. Ask for the needs analysis and the written basis for the recommendation. MAS Notice FAA-N16 sets standards for needs analysis and record keeping when investment products are recommended.
  4. Read the documents in order: product summary (what the product is), benefit illustration (what happens under stated assumptions), then the policy contract (what is legally promised). Find the guaranteed and non-guaranteed columns. Since 2021-07-01, illustrated rates for Singapore-dollar participating policies are capped at 4.25% and 3.00% a year; they are assumptions, not promises.
  5. Disclose fully and know the exit. An insurer rejecting a claim for non-disclosure must show the matter was material and reasonably expected to be disclosed (MAS parliamentary reply, reported 2022-01). Replacing a policy may restart waiting and incontestability periods.

Claims, nominations and complaints

A claim starts with written notice to the insurer, followed by its claim form and supporting documents. LIA says an insurer may reject a claim for material non-disclosure or fraud, while exclusions and waiting periods are set by the contract (LIA, accessed 2026-10). If a claim or complaint stays unresolved, the sequence is the insurer, then FIDReC, then the courts.

Nomination under the Insurance Act decides who receives a death benefit:

Feature Trust nomination Revocable nomination
Who can be nominated Spouse and children only Any individual or organisation
Policy ownership Owner loses ownership rights Owner keeps full control
Changing or revoking Needs consent of nominees Owner may change at any time
What nominees receive All benefits, living and death Death benefits only
Not allowed on CPFIS, DPS and SRS policies, Integrated Shield Plans CPF Retirement Sum Scheme annuities

Without a nomination or a will, the insurer may pay up to S$150,000 to a "proper claimant" such as a spouse, parent, child, sibling, niece or nephew, with any excess going to the estate administrator (LIA, March 2026). A lawyer should assess which type suits a family.

Foreign residents and cross-border readers

No Singapore law bars foreigners or non-residents from buying insurance, but there is no common eligibility rule: each insurer decides by product, permit type, residence and insurable interest, and may ask for identity, address, income and tax residency documents. Since September 2018 Singapore has exchanged financial account information under the Common Reporting Standard (CRS). Insurers issuing cash value contracts or annuities report year-end cash or surrender value, and account holders must give a tax residency self-certification and update it when circumstances change. Amended CRS requirements take effect on 2027-01-01, with Singapore expected to begin exchanges under them in 2028 (IRAS, updated 2026-09-09). Obtain tax advice where you are tax resident.

Singapore and Hong Kong differ in specific rules:

Item Hong Kong Singapore
Cooling-off period 21 calendar days (Insurance Authority GL29) At least 14 days from receipt
Participating policy illustration caps 6.0% (HKD) and 6.5% (other currencies) from 2025-07-01 4.25% upper, 3.00% lower (SGD)
Policyholder protection scheme Still in legislative preparation per public documents to 2023 PPF operating

This compares rules and mechanisms, not returns.

Measure (2025, LIA, 2026-02-11) Figure
Weighted new business premiums S$6.53 billion, up 11.3%
Paid to policyholders and beneficiaries S$14.23 billion
of which death, total permanent disability and critical illness S$2.05 billion (matured policies S$12.17 billion)
Channels by weighted premium Financial adviser representatives 35.7%, banks 32.9%, tied representatives 28.2%, online direct 1.2%

Weighted premiums count 10% of single premiums, a full year of annual premiums and an adjusted value for premium terms under 10 years, so they are not cash collected (LIA, 2026-02-11).
